My wife went out to pick peppers this morning an found a cluster of this bug. We used soap and water to clean the plant. Should we be doing something else? Also, I have never seen bugs like this in my yard. Why is it when you plant something that is not part of a growing area that bugs show up?

That is some kind of weevil. You did right; if it returns, you can also sprinkle the plants with sevin dust. Many insects, such as leafhoppers, are migratory and they move north during the growing season.
